The Fountain Square Arts Council (FSAC) was founded in 2009 as a result of the Southeast Quality of Life Plan. FSAC exists to enhance the presence of arts in Fountain Square and the southeast neighborhoods of Indianapolis through events and programs open to individuals of all ages and ability. 

Since 2011, FSAC has organized one of Indianapolis' largest annual art events in historic Fountain Square, Art Squared. Art Squared includes three great art happenings: Fountain Square Art Fair, Masterpiece in a Day, and the Fountain Square Art Parade.

Mission

- Act as a catalyst for arts and communication for the arts in South East Indianapolis. 
- Further establish Fountain Square as an arts destination
- Provide support for local artists
- Make art inclusive of the entire neighborhood
- Provide a connection between residents and artists
- Provide a forum for open discussion of public art projects and guidelines
- Create a mechanism to network with other local art groups
- Develop a web site for Fountain Square Artists
- Promote youth and family involvement in the arts
